Please describe the problem:
Dragging files to apps in notification area doesn't work. For example, I am able to drag a file to Rhythmbox or Amarok icon minimized in the KDE tray, but this doesn't work in Gnome notification area. Instead the "Create Launcher" dialog appears, as if I just dragged the file to an empty area on the panel. 

I remember this was working some time ago, but I'm not sure about the Gnome version. I guess it was probably 2.14 or 2.16. 

Steps to reproduce:
1. Minimize Amarok/Rhythmbox to the notification area
2. Drag & Drop a (music) file to the minimized icon
 


Actual results:
The "Create Launcher" dialog appears. 

Expected results:
In Rhythmbox the file should be added to the  music library, in Amarok a small menu should appear, allowing you to enqueue the file to the playlist. 

Does this happen every time?

Other information:
Tested on Gnome 2.20.1 in Ubuntu 7.10 and Gnome 2.18 in Ubuntu 7.04

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all old bug reports in Bugzilla which have not seen updates for many years.

If you can still reproduce this issue in a currently supported version of GNOME (currently that would be 3.38), then please feel free to report it at https://gitlab.gnome.org/GNOME/gnome-panel/-/issues/
