first use the manage sheet dialog to create:
2 visible sheets with the first one rtl, and the second one normal ltr orientation. ...okay

reopen manage sheet dialog.
click on the second sheet line
move it up by clicking "up" 
"okay"

now the second sheet is shown corretly ltr  but the row headers are incorrectly on the right hand side.

How do you "reopen manage sheet dialog"?
What sheet is in front when you do?

format->sheet->manage
click on rtl for sheet 1
okay
(now sheet one if active)
format->sheet->manage
click on sheet2 line  (in the background sheet2 becomes active)
up
okay
