opml export file really could use a DOCTYPE Declaration

From the Debian bug #226120: http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=226120 It's come to my attention that the opml file which straw exports doesn't have a DOCTYPE Declaration header item. While this apparently is not (yet) required in XML, I believe it is more than desirable to have. mlview, FI, will complain about the lack of it. Filed by: Jim W. Jaszewski Other information:
