It's come to my attention that the opml file which straw exports doesn't
have a DOCTYPE Declaration header item. While this apparently is not
(yet) required in XML, I believe it is more than desirable to have.

mlview, FI, will complain about the lack of it.

The only DTD I've found for OPML that could be applicable here is mentioned in the following blog post:

So it would look like this:
