In the theme selector (preferences dialog), the scrollwheel can only be properly
used when the default theme is selected. When another theme is selected the
first item is activated (being the default theme).

Changing to "old" target milestone for all bugs laying around with no milestone set.

This has been fixed for Gnome 2. If someone wants to fix it for Gnome
1 also, that would be OK.
