There are generic properties that apply to almost all shapes such as line width, color, fill color, etc. and other properties that are specific to the shape type. I would place the shape-specific properties above the generic ones since these will likely be of greater interest to the user. There should also be some kind of visual separator (whitespace?) between these two property groups. 

If properties aren't already categorized internally then perhaps they could be tagged in one of 'semantics', 'appearance', 'behaviour', etc.  These categories could then form the basis of headings in a tabbed dialog...
