Go to the Backgrounds and Emblems dialog and choose the emblems. Make sure that
the emblems dialog is sized large enough so that it does not have a scrollbar.
If I use the mouse wheel over one of the emblems the cursor will change to the
drag cursor, but no other keys will work after that. I have to log into another
console and kill nautilus from there. Now if I resize the dialog small enough so
that there is a scrollbar, then using the wheel mouse will correctly scroll the
window up and down.

gnome2 anoncvs from today

that doesn't happen to me, but there is a scrollbar which is not needed. 

even if i resize the window so that the scrollbar disappears, mouse
wheeling doesn't hurt.

not sure what to do with this bug

I noticed the other bug (the scroll bar problem), which should get its
own bug report. I'm pretty sure that this bug is fixed and didn't just
go away on its own. In fact I think I can remember doing something to
fix it a long time ago.
