I would really like to be able to resize the save as dialog as shown in the screenshot.

(did you forget the screenshot?)

metacity just follows window manager hints from the app; so this will be an app or toolkit issue.

Assuming you're talking about a gtk app, should change the bug product to gtk+.

I got this dialog when I used "save image as" in firefox, but I suspect the dialog it's is part of some core gnome component?

Same problem occurs on Windows too.
I think that this is not related with OS or Window manager.
There may is the cause in GTK+.

This is already fixed; the Save dialog is resizable since a few months ago.
