selection rectangle color should adapt to the background color

When selecting icons in a view with a blue background where the color of the selection is close to that of the background, it is hard to see what you are about to select. Changing to "old" target milestone for all bugs laying around with no milestone set.
still think it should be based on gtkrc but this is an idea as well.

It's got to be based on gtkrc, and is now, i believe, for a11y reasons.
