I can't reproduce that behaviour here (but my glibc claims to not support that locale, so that could well be the reason). Can you please try to get a backtrace. g-s-d is not supposed to exit, so it should be crashing somewhere.

I have the same situation with locale bg_BG that is CP1251!
The output from gnome-settings-daemon was similar with many "No symbols
defined for ..." lines.

Just for information, here is my
$HOME/.gconf/desktop/gnome/peripherals/keyboard/kbd/%gconf.xml :
