mime sniffer should have finer grain control over how suffixes interact with magic numbers

For specific formats like gzip, we should allow giving specific suffixes a higher priority and have them help pick the right type. priorities are handled by the freedesktop spec/impl

Marco is right. MIME types are now handled by shared-mime-info.
