Incorrect text:
Panel clock shows date for Russian locale in the following format:
"Втр, 10 Июл, 00:31". It is wrong.

1. According to Russian writing practice, month names are not capitalized. So if the month name doesn't stay in the beginning of a sentence, its first letter should not be capital (for example: "10 июля" or "10 июл" for abbreviation).

2. 3 letter abbreviations for weekdays are very rare in Russian. It is better to use 2 letters (Пн, Вт, Ср, Чт, Пт, Сб, Вс).

Should be:
Months and weekdays and their abbreviations should be changed according to Russian standards.

There is the same bug #124987 at Launchpad (https://bugs.launchpad.net/ubuntu/+source/language-pack-gnome-ru/+bug/124987). Looks like nobody is interested in it during the month.

Because you are reporting the problem in a wrong place. Launchpad is not tracked by developers I wonder why you are using it at all.

About your problem, probably you have to point to some standard if you'd like to get it fixed. This format was used for years all over even in glibc, just type date in a terminal:

Сбт Авг  4 09:27:27 MSD 2007

So if you'd like to get it fixed it should be fixed in glibc first. And I don't think

Сб авг 4 09:27:27 MSD 2007 

is really better as well as 

Сб, 4 авг, 09:27

for the panel.

Here are some references I could find.
1. http://gramma.ru/DEL/?id=1.20 (month names should be lowercased)

3. http://spravka.gramota.ru/buro.html?gotoq=179942 (standard Russian weekday abbreviations)
4. Russian Wikipedia always uses use lowercased months - http://ru.wikipedia.org/wiki/Википедия:Оформление_статей#.D0.94.D0.B0.D1.82.D0.B0_.D0.B8_.D0.B2.D1.80.D0.B5.D0.BC.D1.8F
5. Also GOST ISO 8601-2001 standard could be useful (at least they use non-capitalized Russian month names).

Main idea is that Russian capitalization rules differ from English (even "My Documents" are "Мои документы").

* Month and weekday names should not be capitalized.
* Month always stays AFTER day (the only exception is 2007-08-04 format)
* Though it is not a formal standard, but 3-letter weekday abbreviations really look unnatural in Russian (Сбт, Срд). I think that someone had just transliterated English abbreviations without serious research.


If origins of this bug are buried deep inside glibs, yes, I think the review should be made there.
