From Section 2.8:
"4. Add m4 to EXTRA_DIST in the top-level Makefile.am
You must remember to add m4 to EXTRA_DIST insite the top-level Makefile.am, otherwise the directory won't be added to the package and configure will fail (to catch this, you must do make distcheck after make check)."

This does not seem to be relevant anymore. I was able to distcheck without putting  'm4' in EXTRA_DIST. It seems that autotools includes 'm4' automatically. Doing the above also allows an '.svn' directory to be wrongly packed into the tarball (look at any number of package tarballs, including gedit, to see this). 

Epiphany and glade3 no longer follow this instruction.

So I think this instruction should be removed. I will attach a patch.

gnome-doc-utils has been superseded by yelp-xsl, yelp-tools, and itstool.

gnome-doc-utils will not see any further development, hence closing as WONTFIX.
