"Binary package hint: evince

I downloaded a file from teh internets and evince does not let me save a copy of it (File|Save A Copy -menu entry is grayed out).
Another pdf allows saving just fine. It doesn't seem to matter whether file is loaded from /tmp or not (that's where firefox put it).

FWIW, the url was this http://www.gofastvideo.com/gallery/item/predownload/440/free-racing/videos/yamaha-xv250-shop-manual.html but it's some 33MB.

This is by design; see bug 305818.

Yes, it's a restriction of the document itself.
