Summary: /usr/share/gnome/gnome-panelrc is the only authoritative technique to theme the panel base. On Debian based systems, changing the contents of this gtkrc file fails to have any impact.

Step To Reproduce: Put gtkrc statements into /usr/share/gnome/gnome-panelrc and restart gnome-panel. Changes should be reflected in the new panel, but they are not.
