To reproduce:
(1) Bring up Customize window, click on "Emblems"
(2) Drag some emblem out of the window and over the background of an icon view.
Note that the cursor while dragging is the one with the little "+" in it, which
is meant to indicate that this location will accept the dragged item. But in
fact, only when you're over an icon will dropping the emblem actually do
anything. So it should use the "drop will be ignored here" cursor when you're
over the background.

Reopening: I can drag an emblem onto the blank background at the bottom of list
view and still see the "+" indicator.  This bug is fixed for icon view,
however.  Using a CVS build from Fri 08 Dec 2000 ~3pm.

The reopened half of the bug is for list view, not icon view, I think. We could
have opened a new bug for that.
