dragging emblem over list view background misleadingly displays "add this here" cursor

To reproduce: (1) Bring up Customize window, click on "Emblems" (2) Drag some emblem out of the window and over the background of an icon view. Note that the cursor while dragging is the one with the little "+" in it, which is meant to indicate that this location will accept the dragged item. But in fact, only when you're over an icon will dropping the emblem actually do anything. This bug is fixed for icon view, however.
