We need to have a ChangeLog policy in place. It needs to be documented somewhere (README or HACKING), and an easy-to-use Makefile rule needs to be added that will generate the needed ChangeLog from svn when a release should be done.

Fixed in r16030.

The packager needs to update configure.in (as usual); after that, on the next "make dist" the rule for "make ChangeLog" will be invoked, which will generate the ChangeLog from SVN commits starting on 01-01-2007 (r15287) until today.
