The bug has been opened on https://launchpad.net/bugs/95355

"I have my mouse cursors set to a larger size, and that works great, but the tooltips in most programs tend to pop up behind the cursor, obscuring the first word.

And you can't move your mouse to read it -- the tooltip will disappear.

I think the tooltip-display-algorithm should look at the mouse cursor's size when determining where to display.

I think this is mostly addressed with the new tooltip positioning. Also, you can move the mouse, as long as you move it away from the tooltip.
