I move my mouse to the workspace switcher.
The tooltip appears.
I right-click. The popup context menu appears.
The tooltip immediately reappears over it. (Most of the time. About 1 out of 10 times, it doesn't.)

This makes it hard to see the 'Lock to panel' item.

Are you using ubuntu? There's no tooltip upstream, and Ubuntu has a patch for it...

Yes, Ubuntu Edgy.

However, I'm not seeing this behaviour on any other panel objects.

There's no tooltip in GNOME. Ubuntu is using a patch for the tooltip, so that's an Ubuntu bug.

Also, bug 125644 contains patches to add this in GNOME, but the reason they were not committed is that there are some issues with them.

This is just the "Workspace Switcher" tooltip.
