Since gnome-office is loosely defined, it doesn't really matter that much (well, it's not listed on http://www.gnome.org/gnome-office/ but the website is old).

There's no team deciding for this kind of stuff because gnome-office is nothing really official (yet). You can ask on gnome-office-list, though.
