When I open yelp, select "Advanced Topics" and "Terminal Commands References (man pages)," I expect to see a list of man pages. Instead, I just see the page title and no content (I will attach a screen shot). The only way I can find to view man pages is typing 'man:<command>' in the search box.

I first noticed this in Feisty (herd 4) with yelp 2.16.2. This bug is not present in Edgy.

This is an issue with the Ubuntu patch for a new layout.  Marking as NOTGNOME (I'll continue discussion on Ubuntu bug tracker).
