Please describe the problem:
If the LANGUAGE environment variable is not set, use LANG instead for determining which could be the first voice of the list.

Steps to reproduce:
0. unset the LANGUAGE env in your terminal
1. run test-speech
2. select the eSpeak driver
3. check the first voice of the list
