OAF use of file descriptor 123 must be fixed

OAF hardcodes file descriptor 123 as the file descriptor to use for communicating the IOR. This is bad for two reasons: * It will cause unnecessary failures on systems where the administrator has set a relatively low per-process file-descriptor limit. * It will cause serious problems if the process opens 123 or more file descriptors at once before doing OAF stuff.
