I was trying to script a test of istanbul and rhythmbox notification icons, but dogtail doesn't 'see' the notification area icons.  This maybe a bug with the notification area or panel not exposing the assessibility hooks... i just don't know. I run the sniff program and until there is a dialog window open niether rhythmbox nor istanbul register as exposing anything in the AT-SPI browser. But as soon as a normal gtk window is opened by either application... sniff sees exposed hooks.

Feel free to refile this accordingly against whichever gnome component is really at fault.  This could be related to the panel launcher in-activity bug which has already been filed.

I imagine those are bugs with each individual notification icon. Applications are largely responsible for being accessible. I guess you should file bugs on istanbul and rhythmbox, for a start :)
