Better date-as-string for directory views

A cut at this is working, but we might want to futz with the exact format used. Hm... does this cover the ability to define a certain format for date/time display in list view? I would like to be able to always have a fixed date/time display (along with a shorter column) in Nautilus, which makes quick scanning of recent updates a lot easier (at least for me ;).
Changing to "old" target milestone for all bugs laying around with no milestone set.

Jensus: your patch doesn't seem to seriously solve the issue, AFAICT, and the original bug is very vague. I'm closing this, but please open a new bug if you want to update the patch. Thanks.
