To Duplicate:
1. Start a radio stream using the radio plug-in.
2. Right-click the notification icon in the system tray to stop the playback of the stream.
3. The stream stops playing.
4. Right-click the icon and select "play".
5. Banshee doesn't restart the radio stream.  

If you are listening to music from the library, it restarts the stream.
