Articles with no <section>s should not have contents pane or previous/next links

Yelp 2.16.1, Ubuntu 6.10 A help page that does not use <section> elements should not have a contents pane, nor a footer with previous/next links, because there are no sections to navigate between. (In Ubuntu 7.04, much of the help will be standalone pages with no sections.)
