Hi Behdad,

The worst case expansion for Sinhala should be 4, not 3. e.g.
(kombuva)(dotted_circle)(aela-pilla)(al-lakuna). However, this
patch is only superficial because Pango doesn't appear to ever
use the worst case expansion value, unlike ICU.

        for Sinhala from 3 to 4.  This is only superficial because Pango
        doesn't appear to ever use the worst case expansion value.
