[Patch] "Misc" category to make top-level entries visible

As documented in a FIXME comment in app-shell.c, top-level menu entries (in applications or preferences) are not added to the tile view and thus are not visible to the user in the application browser / control center. This patch fixes that by adding a "Misc" category that contains all top-level entries when needed.

Can this get in soon if there aren't any concerns? It is important for the complete migration to the control center shell so no not-yet-categorized capplet gets lost.
