I see it with attached sheet.
How to reproduce.
Select pink rows (2-8) and try to group them
For me it shows error dlg because those rows are already grouped.
If I groups rows 1-9, then I see structure with 2-8 grouped inside of 1-9.

The sheet itself were treated in different gnumeric version (group was most likely initialy made in 1.6.1 version), possibly file was broken somehow.

Fixed in 1.7.5.

The problem was that the groups were loaded but we did not calculate the maximum outline level so things were not visible.
