In OpenSolaris JDS, we've renamed the Accessibility menu to "Universal Access" (with the blessing of the Sun a11y folks)-- would be good to consider doing the same upstream.  

If nothing else, one good reason for doing this is that, in English locales at least, it moves it from the top of the Applications menu down to the bottom, which has been a concern to some people over the years.
