When a document is dragged to an "auto-hidden" panel, the panel should unhide, regardless of where the dragging occurs.

Other information:
When I drag a document off the desktop to the panel, the panel doesn't unhide unless I move to the space between the "Show Desktop" button and the Window List.  I want to raise and focus the application of interest so that I can drop the
document on that application.
