Chronopic firmware needs a service for changing the "rebotes" (bounces) directly by the software Chronojump.

Now is defined in 100ms and it's ok for jumps, but it's not good for rhythms and skyping. It should be changeable, and it should have predefined values.

Also it will be good for the photocells.

Firmware needs a default_bonces_value (100 is ok), but Chronojump will have values on preferences like (eg): jumps: 100; runs: 100; pulses: 20; photocels: ? ... 

also new pairs (name/value) can be added, an every new evenType will define this.

Then a new table for the DB is needed: "chronopicBounce" with this name/value
