That bug has been opened on https://launchpad.net/distros/ubuntu/+source/rhythmbox/+bug/67380

"Automatic scan van library-folder does not work on first instance, i.e. when setting the library path in the preference window. "Watch my library for new files" is checked.
Folder is scanned when closing and reopening rtythmbox.
Detected on Edgy RC1, Rhythmbox version 0.9.6."

Hmm, we don't seem to be monitoring the gconf key - I'm fairly certain we sued too...
