While there is no specific help for gdmphotosetup in the manual, the button should probably not do nothing, so here is a patch that makes it launch the manual.

Section 7.1.4 of the document talks about gdmphotosetup.  This is pretty light info.  Section 2.9 discusses the Face Browser and mentions how gdmphotosetup fits into its use.  I'd say that's the right section of the manual to point the users toward.  I've applied your patch, so if there's an update to the patch to make it come up in the right section, that would be cool.  I have no idea how to specify the section.

Patch applied to CVS head and 2.16 branch.  Closing bug, please reopen if you have an updated patch to cause it to go to a specific section.
