I have reminder popups turned on, but they all pop up 1 hour before they
are supposed to. For example, I get a popup at 9:45am for a meeting at
11am. (my reminders are set to appear 15 minutes before the event)

I am using Evo 2.6.3

I thought this might be due to timezones. However, I have my hardware clock
set to GMT and my system timezone set to 'GMT'. The time in my panel
appears correctly, as do the timestamps on emails that I send and receive
in Evolution.

As the 2.6.3 version of Evolution shows a red line in Calendars, showing the  current time, the red line shows one hour after the time shown by the desktop clock.

I'm using evolution 2.8.1 (ubuntu edgy) and it's happening with me too.

I guess the problem is related to timezone, because here (most of Brazil) it's UTC-3:00, but evolution shows UTC-2:00.

Gnome's date applet shows the right clock, but evolution doesn't.

My timezone is set to America/Maceio.

I've thought the same. So I've checked my system's
daylight saving time configurations, with tzdump as shown
below:

My system is set to America/Sao_Paulo timezone, and my Evolution has the
same setting (America - Sao Paulo). And, for the current year, the 
daylight saving times are properly set, as shown above.
Apparently, evolution uses different setting to get the daylight saving
time changing dates. Where can I set this on evolution? I did tried to
change evolution timezone, but all my appointments have also changed 
it's times.

At least I can still sincronize with my Palm, the palm's reminders still
appearing at the right time.

For what it's worth, I'm having the same problem (evolution-2.6.3) on a slackware/freerock-gnome box.

One thing to add:  the red line in the calendar window is off by one hour.  
the clock app (2.14.3) shows the correct time; however, the appointments dropdown
shows the wrong times (again off by an hour) for appointments that show their correct times in evoltion's calendar window.
