When image is larger then visible area of screen I can't make moves if I want to select whole image (also parts of image beyond visible screen) using lasso tool. There is no such problem with rectangular tool. Lasso tool should act in this specific task like rectangular tool.

Your bug report doesn't make any sense. Please try to rephrase it and add information such as your operating system.

My screen resolution is 1024 x 768px. I open image which is bigger than that for example photo 1600x1200. I want to select something in this photo using lasso tool. When I start from top and want to make bigger selection I can't scroll down image by moving cursor to the border parts of image editing window. So I have to scroll down image using my mouse and then link selections.

There's no Lasso tool in GIMP, it's called "Free Select". Changing the summary accordingly. I am not sure though if this is a good idea at all. I very much doubt that you can get a reasonable free selection this way. The user should probably zoom out. The selection can later be finetuned at higher zoom levels. IMO this should be closed as WONTFIX.

I tried this and to my surprise, it seems to work rather well. So I have enabled it for the Free Select and Foreground Select tools:
