Please describe the problem:
When using flat review to navigate through text line by line, Orca speaks text written in all caps using the default voice settings rather than the uppercase voice settings.

Steps to reproduce:
1. Create a document in which at least one line of text is written in all caps
2. Use flat review to read the text.



Actual results:
When you navigate by character or by word, text that is in all caps is spoken using the uppercase voice settings.  When you navigate by line, text that is in all caps is spoken using the default voice settings.

Expected results:
Text that is written in all caps would be spoken using the uppercase voice settings.

Does this happen every time?
Yes.
