Please describe the problem:
A Debian user has reported the following:

pan doesn't accept valid email addresses when editing the profile.

In particular it checks the users email addresses against;

_unquoted_chars

Which excludes '!' (bang) and '"' (double quotes) when both are
acceptable in email addresses.

This is intentional behavior, not a bug.

Pan uses Henry Spencer's son-of-1036 draft as the guideline for what
email addresses to allow a user to post under.
