There are a number of small issues with the way the icon size is handled in
the trash applet:

1) it uses the unreliable panel applet size hint for the initial sizing, causing
   it to load a 50x50 icon initially, only to go to 25x25 when the next 
   size-allocate comes around

2) it uses the full height of the panel, making the relatively square user-trash
   icon in the gnome  icon theme appear too large

3) it always scales the icon, sometimes unnecessarily
