Give user feedback if gnucash-docs are not installed/found

This is Debian bug #194545 (quite old) http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=194545 Thank you for the Debian Gnucash package! When I look at the tutorial/help files under the "help" menu, I see the message "Not found\nThe specified URL could not be loaded.". The application printed to std{out,err}: Gdk-WARNING **: locale not supported by C library Error: gnc_help_window_new: Failed to open help index DB '(null)' : Invalid argument ______________________ Under gnucash2, clicking on Help|Tutorial or Help|Contents or pressing F1 is simply ignored if the docs are not installed. No messages to the terminal, no feedback to the user whatsoever.
Has been fixed in r15104, which is in 2.0.3.
