That bug has been opened on https://launchpad.net/distros/ubuntu/+source/gnome-system-tools/+bug/59486

"When I create a new user and use "generate random password" I get an error "Password should not be empty - A password must be provided."

I'm using edgy and gnome-system-tools 2.15.3-0ubuntu1"
