That bug has been opened on https://launchpad.net/distros/ubuntu/+source/gnome-system-tools/+bug/55609:

"1.Open"system/administration/shared folders";
2.Click Add button, choose a folder,set sharing mode and sharing properties,click OK;
3.Click Add button again,choose the same folder,set the same sharing mode and properties,the folder can be added again successfully."

According to its developer(s), gnome-system-tools is not under active development anymore. Functionality has been mostly integrated into GNOME Control Center / "[System] Settings".

It is unlikely that there will be any further active development.
