Shift should cancel caps-lock

This is a feature originally requested by an Ubuntu user. You can find the original bug report at http://launchpad.net/bugs/28907 . It can be summarised to : There should be an option to permanently disable the caps-lock by hitting the shift key once. In other words: You hit caps lock. You can only type capitals. You hit shift, and then _regardless of whether you keep the shift button pressed_ all the letters you type are lower case (i.e. just like hitting the caps lock key).
This is NOTGNOME, should be filled in xkeyboard-config bugzilla. All such options should be provided by X server configuration database.
