This is a bug reported by an Ubuntu user. You can find the original report at http://launchpad.net/bugs/56754.

When I try to reorder the keyboard layouts in the "Layouts" tab of "Keyboard Preferences" by dragging the layouts with the mouse nothing happends. I expect to be able to reorder the layouts with by dragging them. Now I have to use the silly up and down buttons next to the list.

OK, this is a real bug. I'll try to address it when I have time. Sure patches are always welcome and speed things up ;)
