A user has complained about the behavior of page up and page down in continuous mode. I'm not sure I agree with this complaint, but I've agreed to forward it upstream.  Here's the complaint:

When I visualized a PDF document full page, evince does not go down one page
when I press the "page down" button of my keyboard.

In fact, no matter what display zoom is used, "Page Down", "Page Up" never move
the document correctly. Only move by ~90% of the display page, making it
impossible to read a document without having to manually move the page.

The Previous Page and Next Page Button of the toolbar works.

Ok I discovered only now that I filed a bug report - after months of not using
evince because of that "bug" - that it was due to the option "Continuous".
Disabling it makes Page Down Page Up work normally again.

I would still argue that when in "best fit" mode which fit one page, page down
should go down one page exactly - even in continuous mode.
