The manual under:

should mention modifier keys if the ALT key doesn't work to move a selection. Suggest the user to try ALT+CTRL or ALT+SHIFT or ALTGr.

No it shouldn't. Alt+Shift and Alt+Ctrl mean something else now in HEAD.

The manual still covers GIMP 2.2, so I think it'll make sense to point that out.
