Bring back new-stuff-manager

new-stuff-manager was in development as part of deskbar-applet, but I took it out for the 2.16 release because it wasn't sufficiently polished. However, NSM is cool, and hopefully it will be back in 2.17/2.18 (maybe as a separate module). Anyway, here's the code I ripped out, for when the time comes to un-rip it back in. :-)

I probably should mention that attachment 70319 [details] in comment #2 is a tar.bz2 file, and it also contains a copy of the preferences-dialog .glade file that got decimated along the way. You can see what the prefs dialog used to look like at http://blogs.gnome.org/view/nigeltao/2006/07/30/0
There's another patch I posted on d-a-l a while ago: http://mail.gnome.org/archives/deskbar-applet-list/2006-August/msg00000.html I think I have an additional patch lying around here, too.
Patch against latest CVS is available at my git repository http://www.k-d-w.org/git/new-stuff-manager.git
New stuff is now in HEAD. Optionally activated if the user has NSM installed. Thanks sebastian for this outstanding contribution !
configure breaks now without elementtree installed. Is this intended?
Oops. This dependency should be obsolete now as new-stuff-manager lives in its own module.
