As a default behavior, there should not be any random screensaver started. The user does not expect his/her laptop computer to suddenly pump air heavily because there is no 2D/3D acceleration and the CPU is 100% in use.

Once the user wants a screensaver and knows that the hardware supports it, he will simply go and activate the one he likes. For now, I think the only thing that gnome-screensaver should be allowed to do as default is blank the screen. What do you think? Oh, and sorry if this has already been reported, I may have missed the magical keywords.

I'm glad you think so.  This is exactly how the defaults behave now.  Chances are that your distribution (I'm guessing Ubuntu) changes these defaults in their packaging.  You should probably file a bug with them.
