When in an application like evolution or GEdit, or any word processing application, blank lines are not announced.

Tell orca to speak the word "blank" when arrowing up and down text in a document/email, and come across a blank line Other information:
We are in the process of defining exactly what should be done in this case. Look for the Orca spec. to be undated accordingly in the next couple of days. Thanks.
We probably should add a configuration option on whether this is done as some users like it, others don't.
