I'd suggest the following changes:

* larger default horizontal size at higher resolutions
* checkbox "View system services" & hiding of those services by default
* a placeholder for a distro-provided list of "system services"

A fresh Ubuntu install displays many services (anacron, atd, cron, klogd, sysklogd, gdm, cupsys), none of which are of much interest to even most developers. In this case I would suggest a text box in place of the current selector widgit reading "Only essential system services are installed. Check the "view system services" box if you wish to manage them."

This change would greatly reduce visual clutter and allow for functional additions at a later date.

According to its developer(s), gnome-system-tools is not under active development anymore. Functionality has been mostly integrated into GNOME Control Center / "[System] Settings".

It is unlikely that there will be any further active development.
